If a tax exists to raise money to pay for public services (road repair, health care etc.) people seem more willing to accept it, then if the perception of the tax's purpose is to dissuade people from using the taxed item. The latter is just bad marketing and legislatures should probably stay away from these sorts of rationalizations. Every tax exists to create revenue and all revenue should be directed toward providing a service of one sort or another. One would hope the revenue from a sugar tax goes toward reducing the economic strain on the health care system caused by diabetes and other health issues that arise from the over-consumption of sugar (if such a strain is shown to exist).
In the USA all sales tax is done by the State or County, and where I live the tax on groceries is cheaper than the tax on light bulbs.
Politically, Republicans like taxes on gasoline, and sugar, because the worker caste ponies up the dough.
Republicans don't like income tax or capital gains tax. Because that's WAY to much money to give away without a fight.
And there is the real issue that the poor people are the ones buying this shit they sell at the supermarket.
